Bucharest, 27 July 2026. Banca Comercială Română (BCR) is providing EUR 47 million in financing for the construction of the Gura Văii (CEE Onești) wind farm, located in Bacău County, with an installed capacity of 49.8 MW. The project is developed by Borzești Wind SRL, a wholly owned subsidiary of Electrocentrale Borzești, a joint venture between OMV Petrom and the Renovatio Group, two of the most important investors in Romania’s energy sector. CEE Onești is the company’s first wind project and marks the beginning of a renewable energy portfolio exceeding 1 GW, with completion targeted by 2030.
BCR is acting as the sole banking partner for the Gura Văii (CEE Onești) wind farm, with a total exposure of up to EUR 61.6 million. The financing package includes a term loan, a VAT facility, and a Debt Service Reserve Facility (DSRF). The financing covers the development, construction and operational phases of the wind farm and has a 15-year tenor.
„We stand alongside Electrocentrale Borzești on the first wind project in a pipeline exceeding 1 GW, because investments in renewable energy require expertise and robust financing structures. BCR is the leading banking partner for energy sector projects, and we will continue to support investments in new generation capacity, distribution networks, and storage solutions. This is the fundamental condition for consumers reliability in Romania, as well as for autonomy in the new technologies development, from data centres to the industry electrification."
Manuela Trisnevschi, Head of Energy and Utilities, BCR
„Electrocentrale Borzești aims to contribute to the energy transition through a broad portfolio of projects that will position the company as a major player in Romania’s energy market. Alongside the many other key dimensions of such a development, financing solutions represent a critical element in ensuring the successful implementation of these investments. Our partnership with BCR for the construction of CEE Onești strengthens the project’s execution in line with the commitments made under the investment decision.”
Ionuț Cristian Ciubotaru, CEO, Electrocentrale Borzești
The Gura Văii (CEE Onești) wind farm is expected to generate approximately 110 GWh of net green electricity annually, equivalent to the annual electricity consumption of a city the size of Buzău. Part of the electricity generated will be sold under a 10-year Power Purchase Agreement (PPA) signed with Renovatio Trading.
Electrocentrale Borzești is developing a diversified renewable energy portfolio exceeding 1 GW, consisting of approximately 950 MW of wind projects and 70 MW of solar projects and energy storage capacity, with an estimated total investment value of more than EUR 1.3 billion. The portfolio is supported by predictable revenue mechanisms, including Power Purchase Agreements (PPAs), Contracts for Difference (CfDs), and other long-term energy sales agreements.
In 2025, BCR provided more than EUR 800 million in financing to Romania’s energy sector through bilateral and syndicated structures, supporting projects representing more than 1,150 MW of installed capacity. More than EUR300 million was allocated to new renewable energy projects, with BCR serving as the leading banking partner for investments in power generation capacity, distribution networks and energy storage solutions.
